In this case, the reason for the manuscript mark is unexplained as the original letter is clearly datelined Winchester, Va 12 JUL 1861. Winchester was a larger town with full postal service with many covers known with town date stamps and rate marks. Why such sloppy servicing for this cover? One can only speculate that since Winchester changed hands so many times during the war that perhaps on this date the Federals were in town thus preventing regular CSA servicing. Otherwise, there is no answer.
