John H. Peters (b1816) of South Carolina is listed on the Federal Census of 1860 as a lawyer in Washington DC. He was also referred to as a judge. In April 1861, he was offered command of SC troops by SC Governor Pickens but declined. Abraham Lincoln appointed him Consul to Tunis in April 1861 but was apparently never confirmed by the Senate.

Paul Francis Villepigue (1795-1862), the addressee and a Camden SC merchant, was the father of CSA Brig-Gen John B. Villepigue (1830-1862), but the address is not in the General’s hand. Gen Villepigue, a West Point graduate, was the Colonel of the 36th Ga Inf prior to his promotion to Brig-Gen in early 1862. He was severely wounded in the defense of Fort McRee in Pensacola and had distinguished service while in command at Fort Pillow and while commanding a brigade at Corinth. Gen Villepigue fell victim to a fever and Died of Disease at Port Hudson, La 11/9/1862.
