CSA #4 Stone 2 (not plated) (4-Margin and somewhat over inked) used in combination with a CSA #6 London Print (4-Margin) to make the 10c rate. Both stamps cancelled with a BLUE Grid and the matching BLUE Raleigh NC small double circle CDS at the lower right 3 JUL 1862 (three days after the rate change). Coarse brown paper cover which appears to be homemade addressed to Hon T. D. McDowell, Elizabethtown NC. Thomas David Smith McDowell (1823-1989) of Bladen County NC was a planter, legislator, and Confederate Congressman serving in the First Confederate Congress 1861-1863. Part of top back flap missing and a little lower corner wear, otherwise Very Fine.
