CSA #12c (AD) Greenish-Blue (4-Margin) tied by a very weak strike of the RED Raleigh NC CDS (date not apparent). Coarse brown paper cover "Official Business" manuscript at upper left and addressed to Sheriff of Rowan County, Salisbury NC. Original election returns enclosed datelined "General Hospital No 7 Raleigh NC Oct 29th 1863." Two patients in the hospital voted in the congressional election of October 1863. Signed and certified by E. Burke Haywood, Surgeon. Surgeon-Major Edmund Burke Haywood (1825-1894) was the surgeon in charge of various military hospitals in North Carolina. An extensive biography of Dr. Haywood is enclosed with the the cover. Very Fine.
