The addressee is listed as a staff officer (Lieutenant) serving as an Ordnance Officer to Col T. S. Rhett in 1863. Col Rhett was the artillery officer in charge of the Richmond, Va defenses until sent abroad to buy arms in October 1863. Cover most likely dates from 1864 as the addressee was in Richmond in 1863.
